This is what happens when you reform too late

After the Ottomans conquered Constantinople, they started styling themselves as a continuation of the Roman Empire. The eternal state motto is a reference to that: same state, different rulers. That makes the eternal state a lot older than 600 years, and the motto a few centuries younger.

I also wouldn’t be surprised if that motto was something that was said about the byzantine empire prior to it’s fall (as far as states go, that state was very, very old), similar to how “the eternal city” refers to Rome, but I can’t find a good source atm.
