For a drug smuggling vessel that boat was sure just floating there. I mean I'd think if you were smuggling drugs you'd want to get to the delivery point as fast as possible rather than just sitting in place.

This wouldn't justify extrajudicially killing a foreign citizen, but if I was running drugs I'd make my vessel look like a fishing boat.
It's not hard for a drug smuggling boat to put up fishing rods but I'm still very suspicious about this
