The report showed that two-thirds of the investigations were incomplete or deficient, five of them entirely failed, and that the army failed to grasp the nature of the Hamas threat, which has been described for years as an “organized army.” It also pointed out that the Southern Command ignored mobilization orders, and that the information did not reach the Air Force until hours before the attack. The committee concluded that what happened was not a localized glitch, but a structural collapse in military thinking, caused by the disconnect between reality and the security perception, the failure to understand Hamas’s intentions, the neglect of border defenses, and the weakness of coordination between different branches, especially during the “Nova Festival” attack. The committee recommended forming a comprehensive reform team headed by Deputy Chief of Staff Tamir Yadai to develop a multi-year plan that rebuilds the army’s readiness and strengthens early warning.
