Well yeah. Theoretically. But… Nobody has done that. Why wouldn’t you just offer some other image? I suppose because it isn’t as simple as you say, plus nobody cares enough.
AI pictures are indeed copyright-problematic but the training data origin problem is not up to us. The larger problem is: why make an AI pic when the city looks arguably better as-is on readily available CC-licensed images?
There are indeed uses for AI pics of Prague, such as the r/czechmemes banner:
