I doubt they do it just to scare employees. It’s way too expensive to use this tactic without having any real savings to show.
It’s probably more likely that HR is keeping HR busy, because what else are they supposed to do when the company isn’t hiring? The explanation that it supposedly keeps employees in check seems like something HR would say to justify their own purpose.
Any (reasonable) CEO would absolutely take thee easy and actual savings of firing the HR instead of paying them to use this unproven pseudo-tactic.

The definition of irrational numbers is that they are the real numbers that are not rationel. So we need to look at the definition of real numbers. A real number is a number that can be used to measure a continuous one dimensional quantity.
Quantum physics says that reality is not continuous. Particles make “discrete” jumps instead of moving continuously. So irrational numbers can’t exist.
But that’s imaginary numbers, not irrational numbers.
The issue between quantum physics and irrational numbers is different than the use of imaginary numbers: Irrational numbers have infinite decimals, while quantum physics is quantized.
I already read the article. I chose to comment on the title, because it is misleading.
Title says Europe, not EU.
The take from the title that Germany and Italy tops the statistic for Europe is still (partly) true. UK is still slightly worse than Italy.
By capita it’s Luxembourg, Estonia and Iceland, but only due to low population. Their totals are pretty far down the lists.
These are in addition to the existing 10% car tariff.
Also keep in mind that there are large car registration taxes and VAT in Europe. While this applies to all cars imported or not, it does increase the difference in net price.
Just adding: Wikipedia has a nice article including a map showing the current status of when countries plan to phase out fossil fuel vehicles. It also has a section on which manufacturers have pledged to do so.

Long term politics seem to be a really good strategy for this. Notice how USA is marked as green, even if its only some states who have agreed to do so, and some countries are just grey. However, this is fine, because the manufacturers will still need to make the switch long beforehand in order to keep selling vehicles worldwide.
Just for the record: Some cars from BMW, Dacia, Renault and Tesla are also imported from China and will get a 21% tariff as well. Probably lots of other brands as well.
It will be interesting to see if they will attempt to pull production back home.
VW seems to have an advantage by already going into fully domestic production, but they still need to prove that they can match the pricing.

The court hearing just ended. The attacker was a Polish guy who was blackout intoxicated by alcohol and drugs during the incident. He is known by local police from previous episodes in which he has been mentally “unhinged”. He does not recall the episode other than being positively thrilled to meet the prime minister. He was ashamed of his actions.
So, no political or personal motivation, just a local loony.
He will now be put in pre-trial detention for 12 days.
