I don’t find it too hard , what I do is to put the rice paper in big frying pan with warm water , just enough that is starts to soften . drape it onto a big plate so it will stick to the plate.

Then place the filling in the middle and lift one corner from the plate and fold over. Repeat with the other corners , the rice paper will stick to itself to seal the thing.

Bonus: briefly fry the whole thing on all sides

Might also be to get a consistent product , fat percentages probably vary, by taking it apart and putting always the same amounts together again they can always make it taste the same. I believe they do the same with orange juice

Yeah there is a good reason for that to be secret: it prevents buying votes because you can’t prove who you votes for, if someone offers you money to vote a certain way you can always take the money and vote the other way, no way to prove how you voted.
