Well, yeah, that would be a problem in most cases. Why did he do that? Is he still doing that? Will he do it again if he is reelected? How would he know if they are loyal before hiring them?

This is because a lot of individuals tried to start an arbitration process with valve and that got costly for Valve. So now they try to force everyone to do it in a different way.
